Actually, there is one, but is is not handled automatically by Sage install script: http://git.sagemath.org/sage.git/tree/build/pkgs/pyzmq/SPKG.txt > - the default is to not use the system wide libraries This recurrent question is related to all packages and the general build/distribution system.
