*I* do not care that much about cygwin, but I know that other people do 
(the previous port of a newer upstream R to sage was hijacked for months in 
order to be able to be used with Cygwin...). So I thought that signaling 
the problem was the polite thing to do.

BTW, I just pushed an update to trac#16611 
<http://trac.sagemath.org/ticket/16611>, which now needs_review again...
