Harald: do you know whats going on? I did copy the remaining confballs in 
the right directory and ran the ~/mirror script. The following file exists:

/home/sagemath/www-files/spkg/upstream/configure/configure-23.tar.gz

Coming back to your question, if you don't have autotools installed locally 
(that is, if you get the aclocal not found error) then we download their 
output in a configure-X.tar.gz file, where X increases with each Sage 
release. For now, a workaround is to download the source tarball which 
includes the configure-23.tar.gz
