Indeed, and that has what is needed, with only these issues: (1) people don't find it; it does not look like what you need to start doing anything at all, partly because (2) the title of this page is very unfortunate! Also (3) I would put adding trac much earlier, since anyone wanting to do development will want to check out the develop branch and branch off that. The famous sage-dev scripts automate a lot of the interaction with trac tickets, but none of that will work unless you have cloned or checked out a working git installation first!
