My method isn't easily reproducible. Now, one can in theory install the dev tools by trying to run make. OS X should then ask you to download and install them (much like it does with X11). Alternatively (this is what will go in the readme), one can run the command xcode-select --install and click "install" in the resulting pop-up. (#15319).
