I've wondered about this too, but I basically just went with whatever 
sws2rst created or with whatever a given document made.  If we do 
standardize something, make sure to update sws2rst to use that order.

Also notice that it doesn't really matter- "Normally, there are no heading 
levels assigned to certain characters as the structure is determined from 
the succession of headings."  We aren't Python, so we aren't required to do 
the same thing.  That said, standardizing for Sage itself would be 
convenient!
