A very rough sketch of what to do is at github.com/sagemath/sage/wiki.
However, I'm currently in the process of reviewing #14781, and if
everything checks out, I'll be merging it into the git repository
immediately, since it simplifies the process a bit. So you may want to hold
off for a day or so before delving in, and when I update the build
directions on github wiki I'll also add a bit on the trac integration as
well.
