That's a bit of a strange argument; especially on older hardware and/or if you don't have much money to spend, it makes even more sense to use FOSS, which definitely includes the OS.
(And there are already easily distributable self-contained Sage-on/from-CD-ROM/USB-Stick solutions, too.)
