So your plan is to make it possible to run configure and make for each directory in <git-repo>/src separately, but since we want to build all of Sage the program you will also allow doing that in one go (described in the quoted text) and use that to avoid multiple invocations of configure and make in debian/rules? I find this is still a bit unclear in your proposal draft.
