As far as I can tell, this code has not been touched in nontrivial ways since commit ZERO. Among other wackiness, it refers to a src directory under SAGE_ROOT... Removing it would certainly help the coverage score as well, of course.
Now, I realize it's possible that this really is used in modular forms code somewhere. But I can't find any reference. See #13701 for where this came from.
