If you want to put some time (e.g., an hour a day) into being an
editor, I think that would be really cool.   You could send personal
emails asking people to referee tickets you think they would be likely
to help with.

If you want to write something like you describe above, that could be
useful too.  However, it would 100% absolutely have to be opt-in --
e.g., instead of "every registered developer selects some of areas",
people would have an easy (web based) way of opting in and out of
areas, and *nobody* would be opt'ed in by default.

I would definitely opt-in to _something_ if there were such a system.

If you don't know how to implement something like this, at least you
could start by designing it.
