I think #13003 can be closed; it is marked "Reported upstream. Developers deny it's a bug." and the original reason for the ticket has been solved in the meantime by #13193 (see http://trac.sagemath.org/sage_trac/ticket/13193#comment:6). On the other hand, #1173, and #13050 are still around to address a different enhancement: allowing the user to pass an `algorithm` parameter to change the backend used for numerical evaluation.
