I don't think there is a memory limit. If you check the output of
ulimit you should see that it is unlimited.

There are memory problems on boxen right now, and apache seems to be
using more than 50% of the memory on the system at the moment. Perhaps
this is related to trac being slow recently. Maybe trac has a memory
leak?

I just tried doing /etc/init.d/apache2 restart and the processes that
are using all the memory did not restart. I'm no apache expert, but
something seems wrong.
