I did it last year (see here<https://groups.google.com/forum/?fromgroups#!searchin/sage-devel/stackoverflow/sage-devel/B7CkdSMljM4/6E-utC9w6J4J>), and I don't think anyone is working on it now. I'd give you the xcf file, but I can't find it. Anyway, I'm not sure if improving last year's one is enough, since it says it needs to be different each year.
I don't see any due date. In any case, if it's late it could be used for the next round, since they seem to be doing this regularly now.
