Hang on, now you're confusing me. (Apparently I still find it difficult
to remember the difference between sage-pkg and sage-spkg).

`sage-pkg` creates .spkg files. `sage-spkg` installs .spkg files. Am I
wrong? I seem to be correct, at least looking at the contents of
$SAGE_LOCAL/bin/sage-pkg and $SAGE_ROOT/spkg/bin/sage-spkg .

Now if we're talking about command line arguments, it seems like both
`sage -[-]spkg` and `sage -[-]pkg` are actually calling
`$SAGE_LOCAL/bin/sage-pkg`.

That's kind of confusing.
