Yes, that has done the trick.  [I wonder if it is documented that
there are all these different places where spkgs installed libraries
need to be listed correctly....I must confess that I never looked as I
though I knew....]

One more testall and if successful, there will soon be a new eclib
spkg up for review at #10993.
