Thank you for your encouragement. I looked over the AISC web page for answers to my obvious 2 "publication questions", and to save others the trouble, potential authors should be aware that: (1) At least one author of the paper must go to the AISC conference, which is 9-13 July 2012 and is Bremen, Germany. (2) The copyright rule for papers is: "Each contribution must be accompanied by a Springer copyright form, a so-called 'Consent to Publish' form. Modified forms are not acceptable. Authors will be asked to transfer the copyright of the paper to the Springer.". --- Incidentally, another relevant upcoming conference to submit computational number theory papers to is ANTS X [1]. The submission deadline is soon (February 10). As with AISC, a condition for your paper to be accepted is that you have to to the ANTS X conference, which is also 9-13 July 2012 and is in San Diego, California. The copyright situation for ANTS X this year is that they are no longer using Springer, which "means that authors will be able to retain copyright if desired, all articles will be made permanently available online for free, and the cost of printed copies will be somewhat reduced."
