Maybe you can use a tiling WM, like for example xmonad. It is by
default impossible to minimize any windows, and if I'm not mistaken
it's configurable to not allow de-tiling (i.e. resizing, moving) as
well. This could get hairy if any other windows would ever need to pop
up in the VM, though. At least I can attest to Virtualbox seamless
mode working fine with xmonad.
