They are even standardized now:

Basically, they contain a list of hashes and a list of source URLs.

There is a firefox plugin (downthemall) that claims to be able to
handle it. Personally, I use aria2 on the commandline.
Also, e.g. libreoffice provides them:

Also interesting, I just found apt-metalink, which is apt-get
downloading .debs via aria2:

Unfortunately it's a bit of a hen-egg problem, but I'm optimistic they
will be sometimes supported by webbrowsers direclty.
