Is there a requirement that all Sage .py files should be ASCII or is UTF8 also accepted?
It seems that Sphinx 1.1.2 (#10620) cares more about this: at #10112 there is a patch with a 0xd0 byte (which is neither ASCII neither UTF8) which is rejected by Sphinx 1.1.2.
