Looks like you have CPU throttling (a.k.a. power-save mode) enabled. Note that Sage version 4.7.1 has been released on August 11th [1]. You may also want to try to build with an improved (and upgraded) ATLAS spkg [2], which couldn't be included into Sage 4.7.1 because it was too late.
