Last week the pari mailing lists moved to a different server, with the hope that they will work better than before. Also, I am sure that the Pari developers would not regard themselves as forming a closed group! In fact I am sure that they would welcome more contributors; though for the reasons you state, it is not (and never has been) easy to contribute code.
