If the release of the package "foobar" used in Sage is 1.1 (for example) and the bug has been fixed in 1.2 of foobar, then set the statue to "Fixed upstream, in a later stable release".

"later" means later than used in Sage. In a case like this, updating Sage to use the latest stable release would normally be a good idea, though in some cases this is not possible.
