Alas the info on the ticket is out-of-date. Whilst GMP 4.3.0 did implement extended GCD differently, this was fixed in a later release (likewise for MPIR), specifically GMP 4.3.2 and GMP 5.0.0. I don't know if recent NTL takes these later changes into account.
