Just to clarify, William referred to /etc/passwd and not a .htpasswd file?

Usually, there is 5% of the drive capacity is reserved for root. So trac 
running out of disk space would not cause root to accidentally truncate 
/etc/passwd, say. Unless some root-owned files (e.g. logs) were responsible 
for filling the disk.
