Well, I think rjf's point may be that there's a third possibility: we may recruit people and get 80% bad apples. People with lots of free time and persistent but misdirected energies can really drain the resources of productive people with limited time/energy. I don't necessarily agree that this is a *likely* outcome of recruiting programmers from the public at large, but I do think it's worth taking a little more seriously. As Tom has pointed out, the structure required for sage contributions should help in this area.
