I was also wondering about this. I think a lightweight binary distribution without the entire devel directory could be useful (of course as an alternative to the existing binary download). It would decrease the download size dramatically.
I imagine that the reason this is not done is so development is "at hand" to any user, and so there would be more chance of them contributing. I think this is true.
