Done. Here's the procedure for reopening a closed ticket:

1. You have a closed ticket.
2. Reopen it so its status would be "new".

Do not follow this procedure:

1. You have a closed ticket.
2. You reopen it by directly setting its status to "needs work" or a
status other than "new".
