I don't know if you are misunderstanding it but to me this seems like a really
silly license for the following reasons:
(a) how can Sloane or "the OEIS Foundation" own the copyright to data which
was freely contributed by others?
(b) Even if he does own copyright (and I'm not saying he does), since it is
free data and no one makes any money from it, if someone did redistribute the
data which is already freely available, how can he prove that any
damage occurred?

In the US unoriginal data (such as in phone books) cannot be copyrighted.
I'm not saying that the OIES is 100% unoriginal but my guess is that over 5% of
it is unoriginal data (eg, wel-known sequences, such as the Fibonacci sequence).

Anyway, that's my 2 cents.
