This would be a change in policy which I explicitly did not want to do.
 It is already stated in other places that Sage is licenced under GPLv2+
so I assumed that to be a given.  And I don't think many people will be
bothered by not being able to distribute Sage under GPLv1 (GPLv2 dates
from 1991, GPLv1 from 1989).
