for the Sage Developers guide to the section on "Inclusion Procedure for New
Packages"
The current page

has loads of totally out of date information, such as a new package needs to
build with
* MSVC 2005/Intel Fortran (MinGW or Cygwin support is insufficient!)
* Solaris 10: Sparc, x86, x86_64 (Sun Forte 12)
Sage has never been built with the Sun compiler or the Microsoft compiler, so
the information is very inaccurate.
Here's the revised version, which I think is a lot better.

This should be a fairly easy review for someone.
