Well, that paper was published in 2005 and certainly written before then, so it seems unlikely. In fact, Mark has 12 hits on MathSciNet dating back to 1994, all of which directly describe algorithms in Mathematica. I can think of many other authors off the top of my head who have published descriptions of the algorithms used in Mathematica.
