Others will know the answer more than me, but I don't think Cellular Automata is seen as that niche. Clearly it is a big part of Mathematica, and since Sage aims to be a viable alternative to Mathematica, I might postulate Sage should have it. BTW, have you seen Steven Wolfram's book? I bought a copy, but I personally think its one of the most over-hyped books I've ever seen. Steven is a bright guy, but suffers from a lack of modesty.
