Yes, I've used it to back systems up.
I used that sometimes to upload source
distributions of Sage (never did it for a binary) and it cuts down the
traffic quite a lot. In your case, you would want to use rsync on the
*uncompressed* .tar file (not .tar.gz), possibly with compression
enabled in the rsync protocol.

Large parts of a source distribution will not change, but I can't see that being
the case with a binary.
I think if the binary was compressed well, so the size is of the order of 300 MB
rather than 500 MB, it would not be a problem for me.
My theoretical upload speed is 256 kbit/s, which is about 25 KB/s. So saving 200
MB would save over 2 hours. But often the speed is lower than the peak, so in
practice it would probably save 3 hours by using a better compression method.
