#9678 which will certainly fix bugs.

there are going to be much more merge conflicts (because it does in fact
touch that many files).

What's the justification for merging it now, rather than merging it at the same
time as #10115? I appreciate it will touch a lot of files either way, but it's
usually better not to do that as we enter a feature freeze stage.
