Yes, since we want to keep using the .spkg extension, it makes sense
to use SPKG_LOCAL, and it will simply mean:
SPKG = "Software Package". That way the packaging system will be
project neutral.

We decided to go ahead and use SPKG_LOCAL from now on. I'll send a
patch to the Sage build system soon, in case you wanted to go this way
too.
