It seems to me that $SAGE_ROOT/local/bin/sage-sage.py is never used for anything. It seems to do more or less the same as $SAGE_ROOT/local/bin/sage-sage which is a shell script and which is called by $SAGE_ROOT/sage.
It nobody complains, I will open a ticket to remove this file.
