That may not be such a big problem as you think. There are ATLAS is a set of optimised routines for which there are much simpler non-optimised versions. Some are already in Sage, such as BLAS, Lapack etc. These are relatively simple C or Fortran programs, so it may be possible to circumvent the ATLAS problem. Another attack may be to get ATLAS to build on ARM. The fact it builds on so many different systems suggests it might not be too difficult to sort out the issues.
