Here's one way to do it via a web interface. Go to
http://trac.sagemath.org/sage_trac/
and login. If you're an admin, you should see a tab called "Admin" to
the upper right.
Click on that tab and locate a link called
"Components"; click on that link. You should now be presented with a
list of all known components in Sage. Click on the component of your
choice, say spkg-check, and put the relevant username in the field
"Owner:".
