I observed that the issue is not "fixed", so that's why I suspected a misfiling. I don't know how important it is to keep an accurate record of the status of tickets. If the status of tickets is supposed to reflect the actual status of the system, I guess this ticket should be open with a note "this ticket can be closed when #8951 is merged" or closed "wontfix" with a note "will be fixed by merging #8951".

Actually, #8951 will not fix #8645, because that only does the ecl upgrade. The maxima.spkg linked on #8645 is supposedly superseded by #8731, which is listed as "needs work". So it looks like #8645 is listed "fixed" by a "needs work" ticket, which may be in limbo for an indefinite amount of time.
