Hi! When David Joyner tried to install my group cohomology spkg in sage-4.3.alpha0, the package was not downloaded. He reported:

Instead, only the default locations for spkgs were considered. Is it with intention (i.e., are people supposed to manually download the spkg first, and then do sage -i), or is it a bug?
