I believe you may need to install this libjpeg spkg, and then reinstall pil:

{{{

$ sage -f http://sage.math.washington.edu/home/timdumol/libjpeg-7.p0.spkg
$ sage -f http://sagemath.org/packages/optional/pil-1.1.6.spkg

}}}

Hopefully that will fix your problems.
