As William has mentioned, there are many different aspect of the Sage notebook performance and scalability. Then there is deployability - where apache is not that great even on linux (proper apache config is non-trivial).
I think the best solution is to abstract the Sage notebook web application away from the web server using something like WSGI. Ideally, the Sage notebook could be deployed using any of a number of different web servers depending on a users needs.
