Sadly, it is not included in Sage already... There's a patch for
max_flow, vertex_cut, and edge_cut though :

The thing is that I am desperately looking for someone to review that
patch, so if you feel like giving it a try, don't hesitate :-D

( If you just want to use it, though, you will find the instructions
on this web page to use it... I hope you will like it ! )

I assure you I will write the function you need as soon as these
patches will be merged into Sage.. They all require Linear Programming
which is itself still waiting to be merged ! I have been postponing so
many functions because of that...

Oh, and by the way, there's another ticket waiting for review that may
be of interest for you (if you want to use it, or review it) :
