You're right. I think sage-2.7.2 had a cvxopt-0.8.2.spkg which might have been GPLv2+, but I can't find it using google. It has been removed from the cvxopt website.
I wonder if we should just upgrade to 1.1.1 and change the part in SAGE_ROOT/COPYING.txt which says "Every component of Sage except jsmath is licensed under a GPL v2 (or later) compatible license." ?
