Either you or I misunderstood what Georg was saying, since my
impression was that he was saying "I do not want to have this 'should
we allow GPLv3+ code discussion' this year.  Let's have it next year,
and in fact make it official that we will have it every year."     Of
course, if we have the discussion every year, then we have to say "no"
to having GPLv3+ code each year, in order to make sure that we can
have the discussion again the following year.

I personally do not agree with Georg, and think the we should have
this discussion.
