The ticket #5564 is still lacking a description of the problem the
(quite long) patches are actually solving. Out of a series of bugs
relating to encoding and such (#4547, #5211, #2896, #1477, and #4956),
all the reported issues seem to be fixed (by a couple of smaller
patches which went into 3.4.2), except for part of #4956 (this is
clearly documented in #5564 itself). This wasn't fixed when I tried
the patches in #5564.

Are you aware of ways which the UTF-8 handling is improved by the
patches at #5564? If so, can you please document them in the ticket?
