Just put in a link to the wiki to a new page called

   http://wiki.sagemath.org/support/ReportingBugs

I will dump a bunch of info from various places there and once it has
stabilized we will ReSTify it and stick it in the documentation. Then
we will redirect toward that page and directly link to the Developer's
guide chapter/section.
