Scipy is in Sage, so it won't show up in the optional or experimental
packages. But numpy/scipy ought to be updated in the next four weeks
to the latest upstream, i.e. 1.3 and 0.7.1, in time for Sage 4.0.2.

Well, as long as no one updates them they will stay that way. Both
should be trivial to upgrade, but no one has put in the work.
