I have implemented code for computing Riemann theta functions (elliptic and Siegel); you might have a look and see if it's interesting for mpmath. It doesn't really need the Sage library, per se. It's at sage.math.washington.edu/home/ncalexan/sage-3.4.1.alpha0- sage.math-only-x86_64-Linux/devel/sage/sage/functions, and you're probably best off running that sage build because it requires a few patches that aren't on the trac yet. I'd like to get this merged sometime soon.
